Tithes, offerings, and sacrifices are a matter of faith and righteousness. There is no reason to argue or question. It is a matter of pure submission to the Word of the LORD OF HOSTS.
By faith Abel offered to God a more excellent sacrifice than Cain, through which he obtained witness that he was righteous… Hebrews 11.4
In other words: Because of his faith, Abel offered a more excellent sacrifice than Cain. Because of this sacrifice of faith, he was justified and was made worthy before God.
The sacrifice offered to God was a personal decision by virtue of his faith.
What did God do with his sacrifice? Nothing. However, through his sacrifice, the Lord saw his faith, his confidence, and above that he was not attached to any material possession. This is the kind of faith that pleases God.
Faith is spontaneous. Those who possess it received it from the Spirit of Faith – the Holy Spirit. No one is obligated to put it into practice, use it or manifest it. Especially when they don’t have it within themselves. Each person gives what he has. Imagine God obligated someone to believe in Him or to be faithful to Him, without giving him the conditions to do so?
